Just about three days after Punjab DGP Siddharth Chattopadhyay claimed non-availability of basic facilities for probing a fake encounter case handed over to him by the Punjab and Haryana High Court, the officer today recused himself. The High Court will now take a fresh decision on reconstituting the SIT to probe the matter.
As the case came up for resumed hearing, Punjab Advocate-General Atul Nanda appeared before the Bench of Justice Arun Monga.
The Bench was told that the state could not spare the services of SIT member ADGP Gurpreet Kaur Deo as she was already engaged in other important assignments. Chattopadhyay, on the other hand, offered to recuse himself from the probe.
Chattopadhyay, who had sought requisite powers and facilities to probe the issue, earlier suggested that he may, alternatively, be given a mainline posting. The officer, on the previous date of hearing, had stated that he had been posted outside the mainstream and outside the regular state police service. As such, he would require necessary powers, appropriate office with supporting officers and staff along with necessary transport and office facilities to conduct the investigation as head of the SIT.
Nearly 25 years after 26-year-old Sukhpal Singh’s alleged death in stage-managed encounter, the HC in April had not only admonished the Punjab Police for its failure to register an FIR but also directed the constitution of a SIT comprising senior police officers hailing from three different states. — TNS
