The Education Department has started purchase of books for schools despite directions from the Education Secretary to put the process on hold and for the review of old guidelines.

In May, the Director General School Education had released Rs 5.22 crore to over 15,000 schools for purchase of books. Each primary school was required to purchase books worth Rs 3,000 and middle school Rs 5,000. The entire purchase was to be completed before June 30.

However, the specifications and guidelines drew criticism, like the size of the book should be 8”x11” and that books should be printed on glossy art paper. It was also ordered to purchase books of only authors who have won Sahitya Akademi, Shiromani Sahityakar, Jnanpith Award, etc. After the Punjab Publishers Association on June 10 alleged that the conditions had been tailormade to favour a publisher in Chandigarh and another in Jalandhar, the Chief Minister’s Office directed the Education Department to review the guidelines.

Education Secretary Krishan Kumar agreed that conditions like size, colour and award were unfair and needed to be changed. He asked for putting on hold the purchase process and for a review of guidelines, while extending the deadline to buy books to July 31. However, the purchase has already started as per the old guidelines in Patiala and Sangrur. — TNS

Practice unacceptable, says Education Minister 

Education Minister Vijay Inder Singla, when contacted, said it was unacceptable to purchase books as per the old guidelines, “which were unfair and did not provide a level-playing field to all publishers”. The revised guidelines will be issued immediately, he added
