The state government has asked MCs to issue challans to those using water pipes to wash vehicles, verandahs and floors (and watering gardens before 5 pm).

In instructions issued to Mayors and commissioners of Municipal Corporations (MCs) across the state, the Local Bodies Department has directed MCs to fine those wasting water between Rs 1,000 and Rs 5,000 with directions to cut water connections of repeat offenders.

While first-time offenders will be fined Rs 1,000, Rs 2,000 will be imposed for the second violation and upon the third violation, the water connection of the violator will be snapped. It will only be resumed after payment of Rs 5,000. The instructions also say lawns/gardens can only be watered with pipes after 5 pm.

While instructions to this effect were being issued since 2016, the MCs have not been challaning violators even though violations were rampant as people continued to wash courtyards, vehicles and lawns daily. However, in fresh instructions, MCs have been directed to submit fortnightly reports on challaned violators.

A letter issued by the Local Bodies Department to corporations says, “Due to drought-like circumstances in many states, there is chaos due to unavailability of drinking water. People are forced to look to other states for help. On the other hand, people in Punjab are misusing water, washing vehicles and courtyards with pipes. It’s our duty to ensure judicious use of water to avoid unavailability in future. Keeping this in mind, the state government has taken a decision to stop water misuse.”

The letter says, “Action will be taken against those washing floors, verandahs, courtyards and vehicles directly with pipes across cities.”

Jalandhar MC Mayor Jagdish Raja said, “We will start challaning from tomorrow and send report to the department.”

Karnesh Sharma, Director, Local Bodies, said, “The instructions are being reiterated in view of the water shortage. Urban Local Bodies will be the implementing authority and wherever needed, the help of the local administration will be sought. The government is already working on a plan for use of treated water for irrigation. An action plan is also being framed to ensure better conservation and judicious use of water resources.”

Supply to Repeat offenders to be cut

  • The first violation will cost Rs 1,000 and second Rs 2,000 
  • Upon the third violation, the water connection of the violator will be severed. It will only be resumed after payment of Rs 5,000
